What is Qualiopi used for?

The purpose of Qualiopi quality certification is to certify the quality of the process implemented by training providers (or action contributing to the development of skills).

From 2021, Qualiopi will be compulsory to carry out training actions that can be financed. If you do not have this certification, your clients / learners will no longer be able to obtain funding for your training via OPCOs (Ex OPCA) or other funding bodies.

If you are a training provider or are setting up your training organization, it is therefore essential to obtain this certification and to prepare for it now.

Indeed, as at the beginning of Datadock, all training organizations will have to pass this certification which will probably cause quite long processing times. Especially since, unlike Datadock, there is a real audit of your organization.

You will also probably have to adapt some of your procedures, documents or working methods to comply with the national quality reference system (RNQ) which lists all the quality criteria that a training organization must meet.

What are the key steps to get certified?

1: Study the quality reference system (RNQ)

The national quality reference is the official document which indicates the 7 quality criteria to respect. These criteria are divided into 32 indicators for which you must specify your processes.

2: Check that your organization respects the quality benchmark

Then check that your training organization respects all the quality indicators. Knowing that certain criteria only concern certain cases (example specific criteria for CFA, VAE or even for certification training).

At this stage, in order to save time later, I advise you to write a document in which you explain your steps for each of the criteria and mention the evidence (supporting documents). Having a document like this allows you to be more efficient during the audit.

If you have made Datadock, some elements can be reused by adapting them.

3: Select your certification body

Then you have to select your certification body. There are about fifteen of them, find them below in the section “certification bodies”.

4: Pass the audit (optionally pass a pre-audit)

Make an appointment with your certifier so that he can audit your training organization. The audit can be done on your premises or on the premises of the certifier.

As an option, certain certifiers offer you a pre-audit.

Generally the pre-audit is done by phone, it is a kind of mock examination or the auditor reviews the different criteria and gives you possible feedback on your non-conformities that you can correct by the real audit.

I advise you to take this option because it allows you to adjust things if necessary. In my case, this allowed me to make adaptations to save time during the real audit.

5: Propose an action plan in case of non-compliance

After analyzing your file, the certification body gives you feedback by mentioning the non-conformities of your body. It provides you with a provisional audit report including any non-conformities.

There are two types of non-conformities:

  1. Minor non-conformities: partial consideration of the quality indicator which does not call into question the quality of the service.
  2. Major non-conformities : not taken into account or partial taken into account calling into question the quality of the service.

In order to obtain your certification, you must then provide an action plan to correct your non-conformities. The auditor will explain the elements expected in this document.

6: Obtain qualiopi certification

Once your action plan has been sent to the auditor, all you have to do is wait for it to come back. Allow a minimum of one month.

How does a Qualiopi audit work?

In your premises or in those of the certification body, the auditor takes up each of the quality criteria (not necessarily in the order of the standard) and asks you to explain and justify your approach.

This is where the preparatory document allows you to be more efficient because you can simply read your document with your answers already prepared.

For each of the criteria, the auditor may ask you for supporting documents.

In case of non-conformities, he will mention them to you.

The audit lasts between 0.5 day and several days depending on the case. The duration of the audit depends on several criteria:

  1. Your training turnover;
  2. The number of categories of actions contributing to the development of skills (3 categories: training actions, skills assessment and action to validate the experience acquired);
  3. The number of training sites.

Here’s what it looks like:

✓ Turnover less than 150K €: 1d + 0.5d if learning + 0.5d per site if several sites.

✓ Turnover between 150K € and 750k € : 1d + 0.5d per category + 0.5d per site

✓ Turnover greater than 750k € : 1.5 days + 0.5 days per category (except learning + 1 day) + 0.5 days per site

Once the audit is complete, the auditor will report to you on any non-conformities. In case of non-conformities, you must propose an action plan beforeobtain Qualiopi certification.

You can click on the link to find their site. For my part, already having a trainer certification with the ICPF, I went through them.

What is the cost to pass the Qualiopi certification?

The price will depend on the certification body and your situation (turnover, number of sites to be audited, etc.), I advise you to request several quotes in order to find the certification body that suits you.

For my part, with the ICPF, I had a budget of 885 € HT for the initial audit then 440 € HT per year for the follow-up (including the surveillance audit). But I benefited from a reduced audit already having ICPF certification and therefore from a reduced price too.

Under what condition is it possible to have a light audit?

If you already have a certification or labeling for your training organization, the audit is arranged and simplified.

This was my case with the ICPF certification, based on ISO and AFNOR standards, which I had already obtained a few years ago. The implementation of a quality approach therefore pays off.

In the case of a light audit, you will have to justify only the following indicators: 1 – 2 – 11 – 12 – 22 – 24 – 25 – 26 – 32 as well as the specific indicators applicable in your case.

The price is also reduced.

And after: the Qualiopi / RNQ certification cycles

Once you have passed your initial audit, the certification must be renewed every 3 years. A mid-term surveillance audit is also planned between 14 and 22 months after the initial audit. It is also at this point that the certifier will verify that you have corrected the non-conformities raised during the initial audit.

In the event of non-correction, your certification may be revoked.

The renewal audit will then take place 3 years after your initial audit.

The quality criteria of the national quality reference (RNQ) to be respected

The quality audit is based on the national quality reference system. Here are the indicators present in the benchmark:

Criterion 1: The conditions for informing the public about the services offered, the deadlines for accessing them and the results obtained

1. The service provider disseminates information that is accessible to the public, detailed and verifiable on the services offered: prerequisites, objectives, duration, access terms and deadlines, prices, contacts, methods used and evaluation methods, accessibility for disabled people.

2. The service provider disseminates result indicators adapted to the nature of the services implemented and the target groups.

3. When the service provider implements services leading to professional certification, it informs about the rates of obtaining the prepared certifications, the possibilities of validating one / or blocks of skills, as well as the equivalences, gateways, career paths and opportunities.

Criterion 2: The precise identification of the objectives of the services offered and the adaptation of these services to the beneficiary public when designing the services

4. The service provider analyzes the beneficiary’s need in connection with the company and / or the financier concerned.

5. The service provider defines the operational and assessable objectives of the service.

6. The service provider establishes the content and the methods of implementing the service, adapted to the defined objectives and the beneficiary audiences.

7. When the service provider implements services leading to professional certification, he ensures the adequacy of the content (s) of the service to the requirements of the certification concerned.

8. The service provider determines the positioning and assessment procedures for skills acquired at the start of the service.

Criterion 3: Adaptation to the beneficiaries of the services and the reception, support, monitoring and evaluation methods implemented

9. The service provider informs the beneficiaries of the conditions of the service.

10. The service provider implements and adapts the service, support and monitoring to the beneficiary audiences.

11. The service provider assesses the achievement by the beneficiaries of the service objectives.

12. The service provider describes and implements the measures to promote the engagement of beneficiaries and prevent break-ups.

13. For work-linked training, the service provider, in conjunction with the company, anticipates with the learner the missions entrusted, in the short, medium and long term, and ensures the coordination and progressiveness of the learning achieved in the training center and in company.

14. The provider implements socio-professional, educational and relative support for the exercise of citizenship.

15. The service provider informs apprentices of their rights and duties as apprentices and employees as well as of the rules applicable in matters of health and safety in the workplace.

16. When the service provider implements training courses leading to professional certification, he ensures that the conditions for the presentation of beneficiaries for certification comply with the formal requirements of the certification authority.

Criterion 4: The adequacy of the educational, technical and supervisory resources for the services implemented

17. The service provider makes available or ensures the provision of suitable human and technical resources and an appropriate environment (conditions, premises, equipment, technical platforms, etc.).

18. The service provider mobilizes and coordinates the various internal and / or external stakeholders (educational, administrative, logistics, commercial, etc.).

19. The service provider provides the beneficiary with educational resources and allows the beneficiary to appropriate them.

20. The service provider has staff dedicated to supporting national and international mobility, a disability adviser and professional development advice.

Criterion 5: The qualification and development of the knowledge and skills of the personnel responsible for implementing the services

21. The service provider determines, mobilizes and assesses the skills of the various internal and / or external stakeholders, adapted to the services.

22. The service provider maintains and develops the skills of its employees, adapted to the services it provides.

Criterion 6: The service provider’s registration and investment in their professional environment

23. The service provider carries out a legal and regulatory watch on the field of professional training and uses the lessons learned.

24. The service provider monitors developments in skills, trades and jobs in its areas of intervention and uses the lessons learned.

25. The service provider monitors educational and technological innovations enabling its services to evolve and uses the lessons learned.

26. The service provider mobilizes the expertise, tools and networks necessary to welcome, support / train or guide people with disabilities.

27. When the service provider uses subcontracting or wage portage, it ensures compliance with these standards.

28. When the services provided to the beneficiary include periods of on-the-job training, the service provider mobilizes its network of socio-economic partners to co-construct training engineering and promote reception in the workplace.

29. The service provider develops actions which contribute to professional integration or the pursuit of study by way of apprenticeship or by any other means enabling their knowledge and skills to be developed.

Criterion 7: The collection and taking into account of the assessments and complaints made by the stakeholders in the services provided

30. The service provider gathers feedback from stakeholders: beneficiaries, funders, educational teams and companies involved.

31. The service provider implements methods of handling the difficulties encountered by the stakeholders, the complaints expressed by the latter, the vagaries that occurred during the service.

32. The service provider implements improvement measures based on the analysis of assessments and complaints.
