From the moment you are a professional training provider or wish to become a trainer and you are in possession of an activity declaration number, each year, during April, you must declare your educational and financial report (or BPF for close friends). Educational and financial review: a must for all training organizations

Whatever the size of your training organization, whether you are an independent trainer registered as an organization or organization with several dozen trainers, the educational and financial assessment is a must for all training providers.

Every year, in April, organizations must declare their activity on the mesdemarches.emploi.gouv.fr site. The latter must declare the financial aspects, as well as the number of trainees trained.

If you are well organized and that during the previous year you have noted the different distributions, this declaration will not take you more than half an hour.

Be careful, on the other hand, if you don’t have a rigorous organization and you have to look for the different information by going through all your documents from the previous year, that will be another story 😊

Organize well so as not to spend too much time on your BPF

To complete your educational and financial report, you will need these elements:

  • The breakdown by type of funding for vocational training:
    • Companies for the training of their employees.
    • Organizations that manage vocational training funds / funders with the breakdown according to source: apprenticeship contract, professionalization contract, retraining through work-study programs, professional transition project, Personal Training Account (CPF), measures for people in research employment / Employment Center, Skills development plan, OPCO (formerly OPCA) …
    • Public authority (State, communities, etc.) for their agents and for specific audiences (especially job seekers).
    • Contract concluded with people at their expense …
  • The amounts spent in the salaries of your trainers or the purchase of continuing professional training services if you use external trainers (Sub-contractor).
  • The distribution of trainees by type (employee, apprentice, job seeker, private individual at their expense, etc.).
  • The breakdown by type of training (diploma, certification, other training actions, etc.) and by field.

To be effective, you have two options:

  1. Create an Excel file for monitoring your training center to be completed gradually during the year. This file will be useful to you when entering your educational and financial report.
  2. Opt for a training CRM to be much more efficient. This type of service generally offers a module that pre-populates the elements of the educational and financial report. Examples of CRM: Digiforma, Bluenote …

It’s up to you to choose the solution that suits you best.

Important : even if you have not had a training action activity during the year that you are declaring, you must submit an educational and financial report. In this case, it suffices to put nothing in the various elements to be completed.

And, if one day, you close your vocational training organization, you will also have to submit a final educational report and notify the DIRECCTE in your region of the closing of your OF.

Now follow these 6 steps to complete your educational and financial report:

1: Identification and characteristics of your training organization

Log in to your mesdemarches.emploi.gouv.fr account then click to start your declaration. The first two boxes concerning the identification and characteristics of your organism are logically pre-filled.

Otherwise, you must indicate your siret / siren, the NAF code of your establishment, the address, contact details and the start and end date of the financial year.

2: The financial statement excluding taxes: origin of the organization’s products

In this first part to be completed, you will have to indicate the distribution of the turnover of the activity of the continuing training organization.

Use your Excel table or your CRM to do the process. If you don’t have either, it’s time to put together at least one Excel file to help you with this statement and those for years to come.

Indicate the breakdown of your turnover according to the different types of financing. I quoted a good part of it to you earlier in the article but you can find the whole thing via this screenshot:

So total over the year by type of funding, then indicate the results in your educational and financial report.

3: The financial statement excluding taxes: expenses of the organization

In the same way, fill in your expenses (rental of training room…) by specifying the amount of the salaries of the trainers and the amount of the purchase of training facilitation services for the independent trainers consultants.

4: People providing training hours

In this part, indicate the number of salaried trainers and the number of trainers under subcontracting contract with the breakdown of the number of training hours as well.

5: Educational assessment

In the educational report, give the breakdown of your trainees according to their profile (employees, people looking for a job, etc.), also indicate the proportion of trainees entrusted to another training organization under a subcontract or conversely the number of trainees entrusted by other OFs. In the balance sheet, you also have to fill in the breakdown by objective of the training (diploma training, certification, etc.) and by field.

Once everything is completed, simply submit your balance sheet online. The deadline for submission is generally April 30.
